---On April 16, HRC and TANESCO jointly
organized a one-day Seminar on Small Hydropower and Rural
Electrification in the Tanzanian capital of Dar es Salam.
The seminar was held in the technical
training school of TANESCO and hosted by its Senior Manager
Mr. Aaron Nanyaro. The Deputy Minister of Works of Tanzania
(i.e. former deputy Minister of Water and a participant
of HRC's ministerial seminar in 2011) Mr. Gerson Lwenge,
Chief Representative of the Economic and Commercial Representation
of the People's Republic of China in the United Republic
of Tanzania Mr. Lin Yongzhi, and HRC Director Ms. Cheng
Xialei attended the ceremony and gave speeches respectively.
Due to some urgent tasks, the Acting Managing Director
of TANESCO who was originally scheduled to attend the
opening ceremony was not able to be present thus entrusted
the Senior Manager Mr. Aaron Nanyaro to give a speech
on behalf of him.
During the speech, Mr. Lwenge recalled
the sweet old days he spent in Hangzhou and expressed
his sincere appreciation to Chinese government for providing
such a precious training opportunity for Tanzanians. He
also thanked HRC for its training of nearly 30 hydropower
technicians and officers. He mentioned that despite his
short stay in Hangzhou, he was quite impressed by HRC's
hospitality and fine arrangements. In Tanzania, more than
80% of population has no access to electricity, so the
amelioration of power supply is a top priority on the
government's agenda. And he hoped that the Chinese government
would carry on the training programs for the Tanzanian
electrical engineers and continue to contribute to the
development of Tanzanian electrification.
The Representative Mr. Lin Yongzhi briefly
reviewed the Sino-Tanzania traditional friendship in his
speech and notified the participants of the significance
and the fruitful results of President Xi Jinping's recent
visit to Tanzania. He mentioned that in terms of human
resources, Chinese government would increase training
programs in Africa in accordance with the spirit of the
Fifth Ministerial Conference of the Forum on Sino-Africa
Cooperation. From 2013 to 2015, China will train 30,000
experts of different specialties for Africa and offer
scholarships for 18,000 African students to study in China.
Hopefully Tanzania would seize this opportunity to enhance
its self-development ability, and the Chinese Embassy
would also provide supports and strive for more training
opportunities for Tanzanians so that Tanzania could realize
the long-term planning goals in 2025.
Director Cheng Xialei extended her warm
welcome to all the seminar participants in her speech.
She promised that HRC would continue to train more hydropower
personnel for Tanzania and hoped that both sides could
keep in contact, reinforce the cooperation and promote
the electrification in Tanzania together so that the rural
areas of Tanzania would be lighted.
Mr. Aaron Nanyaro conveyed the greetings
from TANESCO's Acting Managing Director Mr. Felchesmi
Mramba and wished the seminar a great success.
During the seminar, Director Cheng Xialei
and the Principal Engineer of TANESCO Mr. James Luchagulla
made reports on the small hydropower and rural electrification
in China and Tanzania respectively. Then Division Chief
Li Zhiwu, Assistant Director Lin Ning and Division Chief
Pan Daqing made reports on China's Small Hydropower Development
Types and Technical Features, Chinese SHP Equipment &
HRC Overseas Practices and HRC's Training of Foreign Aid
and etc.
In group discussion, HRC's former training
participants expressed their appreciation for the fruitful
results from their studies and discussions in HRC and
for the benefits from applying the theories and practical
skills in the hydropower constructions back home. The
participants had a great interest in the discussion topics;
they exchanged thoughts with HRC delegation and posed
questions on small hydropower policy environment, SHP
exploitation technology, water resources development and
management, practical SHP equipments and China's foreign-aid
training programs, etc.
Besides the HRC's former participants,
about 30 representatives from Tanzanian Ministry of Energy
and Minerals, Ministry of Water, Rural Energy Agency and
TANESCO also attended this seminar.(2013-05-13)
